package/rpi-userland: bump version

Misc fixes and enhancements for: vsync; building with musl; clocks;
memory compaction...

Drop musl patches: applied upstream, yeah! :-)

Rename remaining patches, refresh on top latest master, and use
git-format to re-generate the patches.
